Tax issue in Purchase Order

 Hi,
We are facing issues in Oracle R12, where for some shipment lines tax is applied and for some not. 

This is happening for same supplier, supplier site and ship to location combination. 

We need to know why this is happening and how tax is flown to Purchase Order.
