Releasing budget

Dear Experts,

 Need guidance on the following issue.

1. Created a PO of 100 quantity and reserve the budget.

2. Accepted and received 40 Quantity.

3. 60 quantity no more required and closed the PO, the budget inquiry did not show any increase of the closed quantity.

Requirement, is to release the budget of 60 quantity of the project and create a fresh PO.
