How to capture the record of package build and deploy and user login/logoff info

Hi,

user had enabled the "History" according to "How to Capture User's Login/Logoff Information (Doc ID 645674.1)" but I found that the system is still not capturing users' login info. Do I need to restart the JDE service for the setting to take effect?

 Besides, can you advise how can I check on objects' update info like updated date? For example, after I build and deploy a package consisting R5600001, is there a table storing the object's info and indicate it has been updated?
