Anyone know how to solve or turn off events/alerts for "DB time spent waiting - concurrency" on idle

The DB is a special testing instance with I think zero user activity.  All statements showing wait time are for DBSNMP.  We get the event, followed shortly by clear, about 2 times an hour.

The message is Metrics "Database Time Spent Waiting (%)" is at 100 for event class "Concurrency"

...but looking at the "DB Time spent waiting" category in my metric template, I don't see a class called "Concurrency", and all the listed classes have no thresholds set.

The template has been applied with "replace all" option (more than once.)
