Oracle EBS Freezes before login

 Hello,
We are frequently (at least once a day) experiencing a problem. After opening the EBS web page, the page stays in the loading status, not displaying the login window. This situation lasts at maximum half an hour and after that the system works normally.

How can this situation be debugged?
