User login to ebs and can't see the responsibility menu on left hand side

We are using EBS version 12.1.3

A user was complaining and saying that after he login to the system he cannot see the responsibility menu on the left hand side. See the image attached. But when I login as him on my PC, I am able to see the responsibility menu on the left hand side. Also see the image attached. I had ask him to log out and log back in and as well as reboot the PC. But he is still not able to see the responsibility menu on the left hand side. What other issue could this be? I believe this is more
