Workflow Notification email without FND_USER login

Hello,

I am sending Workflow FYI notification by using WF_NOTIFICATION.SEND. This API is absolutely working fine, both the Workflow Notification and an Email Notification (depending on the User Preferences) are being sent.

I would like to know whether we can use the same API and send email notifications to users without FND_USER account ?

Could you please help me ??
