Getting register flagged files to work from under $OAM_TOP

in EBS Customizations (MOSC) Question

We have a number of customisations on the system that we use register flagged files to track if new patches have affected the customisations.

All was working find until we customised UnitOfMeasuresVO.xml and TrackExpenseReportsVO.xml.

These are both located under $OAM_TOP/ap/oie/server

However, when I try to import the csv for these it just says "Error" and then reports the line number related to these two entries.  All other entries get uploaded okay.

The only obvious thing I can see is that all the other files are under $APPL_TOP, wherease these two files are under $COMMON_TOP
