web to go Login Failed

After installing web to go, i am getting login failed. It was asking for the Windows Credential and it fails.

Database Log In Failed

TNS could not resolve service name

Verify that the TNS name in the connectstring entry of the DAD for this URL is valid.

Also,

I am not able to access the database. I am not sure both the issues are related.

[POL-3023] the database does not exist
