Error when assigning OBS to EPS node PRMDB-2830-F

I have created the EPS structure and then created the OBS structure

I get the following error when trying to assign the responsible manager if its anything other than the root OBS

This 6.7 install is running in citrix and connected to my dev sql db. It had all the sample data which I manually went back and deleted
