Workspace Login Page

How do you edit the default workspace login page: https://localhost:port/pls/apex/f?p=4550:1:1116954495275740

When I open the default page listed above I see the login prompt that requires the Workspace, Username, Password...above that there is custom text that has been inserted.  Where or how do I modify that?
