T4-4 server hang/frozen for 1 or 2 minutes several times

T4-4 server hang/frozen for 1 or 2 minutes several times.    It is running on Oracle Solaris 11.1.13.6.0.    Only Oracle database 11.2.0.3 is running on this server. 

When this things happen, applications are getting database open failures, database spike and even running any OS commands is like frozen.   We are also getting lgwr sync wait events.   But the CPU idle is still above 90% and have enough memory free.  

What I noticed when the issue is happening, I saw 1 or 2 threads from the VMSTAT (1st column) "r" in the kthr waiting to run in the dispatch queue.    I don't know what is blocking or causing this issue.   The server will just hung 1 or 2 minutes but noticeable by all applications.   I ran "iostat" and the disk busy is low (avg 60%) and no IO waits.    AWR showing like CPU waits.
