adsplice fails while Registering CUSTOM Application in 12.2 ORA-20005

I am working with a customer that is following note 'Creating a Custom Application in Oracle E-Business Suite Release 12.2 (https://mosemp.us.oracle.com/epmos/faces/ui/km/DocumentDisplay.jspx?id=1577707.1Doc ID 1577707.1)' to create a second custom application in a 12.2 E-Business suite instance. The first application XXGES completed without any error. However the second one XXTAX fails with this error:
