rebranding OTM login screen

I am installing OTM 6.3.3 and we rebranded the login screen changing the Oracle_3d_v3.jpg in the images\themes\themesswanblue folder.

I verified this by looking at the source code.  I have restarted the server but OTM seems to keep loading the old Oracle_3d_v3.jpg file.

Is there anything else I should be looking at?
