Unable to register HTML instances

Hi Oracle,

I having some issue on HTML server, we are using WLS 10.3.6. on Windows 2008 R2. The issue is " unable to create another HTML instances". But i able to create one HTML instances for DV910.  Getting this message when try to create HMTL instances. Please Advise. For in

" Could not update remote configuration files for instance WLS_PD910_83 This is usually the result when the application server or one of the application server of a cluster is not running. Make sure the server or all the servers in the cluster are running and perform the sychronization again. Check logs for root cause. Exception invoking method updateApplicationFiles
