APEX available to login but returns error when clicking reports

Hi,

I am new to the team that runs APEX.  One weekend our BI user  (KACBI) required a password change.  This was performed in SQL Developer and confirmed changed.

Suddenly users were receiving an error below when trying to run reports or charts.  They can log in and authenticate fine.

ORA-20001: get_dbms_sql_cursor error ORA-01017: invalid username/password; logon denied ORA-02063: preceding line from BILINK

We have a Public DATABASE link and refreshing this link doesn't resolve the issue.

With this password change event can anyone shed light on where else in our APEX database we should update or renew?
