Is it possible to enter a PO line with a unit price including tax?

Hi Team

My client is from China and Singapore region and they are receiving price from supplier with tax inclusive.

In r12 ,Is it possible to enter PO line with a unit price including tax.

Client wanted to implement EBTax also
