SE 3510 used status on drive

We have a storage. The disk status is in used. Previously it is inside a logical drive. Our logic drive is running in degraded state. Can you please tell that what is the meaning of used state.

We have another drive with status FRMT. It seems that it is not used in the storage. Can we add this drive to logical drive. Which steps we have to follow to add it in logical drive
