can SBC(NN4500) refuse REGISTER?

Hi,guys ,can SBC refuse the  REGISTER of a  user with a   different <UA-Contact> if registration caching of the same user doesn't  expired .because if there is a new REGISTER of the same user with a different ip address ,the primary registered USER cannot receive inbound call.so i have to keep the new registration  being refused if the primary registration caching doesn't expired.
