Uploading BPA lines in Oracle eBS

Our clients wants to create a BPA for a specific OU (Not a global BPA).

For Global BPA, oracle provides import utility to create a csv file and import all lines.

But for a OU specific BPA, there is no such utility. We have a BPA with 200 lines. How can this be done.

One option is dataloader. Is there any other utility available from Oracle.
