How does the OUCSS Login task flow know to start if referencing a secure page?

All,

  I am working with another team who has configured Oracle Identity Manager so that I can reference my public pages within my OUCSS shared library deployment.  This part works and when I click the link,within my public page, to re-direct to my secure page the OIM/OAM login flow begins for logging me in.  I am able to complete the login process.  However, when I continue to my secure page the OUCSS Login task flow displays.  Why would this task flow start if I have already logged in?
