Why don't the printer overrides for the Payment Register reprint R04576 work?

I had this set to go to our specific outq for email distribution, but now the printer overrides are ignored.  The setup looks OK - it's just not working.  I've tried deleting the overrides and reentering them.  I've tried creating a new version.  Nothing is working.  Anyone have any ideas?
