Can't login to Siebel UI after replacing Windows Siebel Owner Account

Hi.

We are installing Siebel IP2013 in Windows 208 servers so that we can decommission the Windows 2003 server. Things were looking great, life was beautiful until we found that integration with MS Office (through Siebel Proposal Templates) was not working. After some research, we found that OLE DB works a bit differently in Windows 2008. This is what fixed all the the problems with OLE DB in DEV:

a) create folder Desktop within C:\Windows\System32\config\systemprofile and C:\Windows\SysWOW64\config\systemprofile

b) create a new local Windows account (with Log on as a service and Act as part of the Operating system
