How to get Program-Publish FSG Report to produce output Excell

We have run the "Program - Publish FSG Report" using the template "FSGXML: Basic Excel Template", and the Format is "PDF".  Note that when I try to change the Format, the system returns a message stating that the LOV Contains noe entries.  After the process has completed, we view the output and it looks like xml nonsense.  (See the atached file).  How do I get the output in a spreadsheet?
