Concurrent programs not created for request set and its stage programs after request set is created

We are at EBS 12.1.3, and I just noticed recently that when I created a request set, through Request Set Wizard, or manually).  Once the request set was created successfully, it does not create the Concurrent Program for this request set and its stage program
