Profile FSG: Process No Activity Rows R12.1.3

Asallam,

In my instance R12.1.3 when go to set profile option FSG: Process No Activity Rows i can't found it , then i create it from Application developer but when return to set it in profile form i can't found LOV ('Y', 'N')? can anyone help me
