Cant find COA segments in value flexfield

Dear Experts,

I have defined COA segments in Key Flex Field as below:

When I go to define value for the segments, I don't find segments as below:

Note: I already compiled the COA.

I have upgraded from 12.1.1 to 12.1.3 and also applied RPC3
