AppsLogin Looks all Wrong

We are using EBS 12.1.3 and I have applied a number of patches including cpu's and interoperability pathces. In addition I have upgraded my middle tier to use java 7.

Now when I try to logon to the application, the initial splash screen looks all wrong. The background has gone from white to blue and the fonts and buttons are not as they were originally.

To be frank it looks like a mess, any ideas as to how I can resolve this?
