Login issue in R12.1.3 after patching

Hello:

After patching in R12.1.3 I am having an issue log into applications. After I put in the credentials the login page is taking long time and throwing the following generic error.

To troubleshoot the problem I run the autoconfig ob DB and APPS Tier successfully and re-start the applications but didn't help.  Please let me know the how to resolve this issue.

The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator, ohs_admin@metra.com and inform them of the time the error occurred, and anything you might have done that may have caused the error.
