What is the link between RFQ and Requisition in Sourcing?

I am trying to find the link between tables in sourcing from the RFQ in pon_auction_headers_all to po_requisition_headers_all.

I found the table pon_backing_requisitions, but it does not seem to be populated for many req's.

When navigating the forms there is a way to view associated Reg's to the RFQ. How are these req's queried in Oracle?
