EBS R12.1 Login Page is not coming up

EBS r12.1 login page is not coming up. I have tried many steps to troubleshoot this issue but unable to resolve this error. After a clean shutdown/start of the db tier and apps tier, the login page is coming up for few minutes. Then suddenly it is going into to a white/blank page. Kindly provide me with some leads.

Any help is appreciated.

application version-12.1.3 VISION
db version- 11.1.0.7
single node instance.

error-

500 Internal Server Error

Servlet error: An exception occurred. The current application deployment descriptors do not allow for including it in this response. Please consult the application log for details.
