Unable to register any instance on Server Manager 9.2.0.1

Hi team,

I'm installing one lab for JDE 9.2 with TR 9.2.0.1 (new installation), i'm installed the Server manager on Weblogic 12.2.1 with JDK 1.8  and the installation worked well.

When register on HTML server and I'm tried to register the Weblogic instance I can't do that because the button "Create new Managed Instance" is disabled (See attachment)

I'm trying to figure out what is the error but not found anything related with it at moment
