Assigning item master org across ledgers

We have different ledgers setup for each country. The item master org has been associated with the USD ledger. When i am trying to set up Canada Payables (ledger against this operating unit is CAD ledger), system does not display the Master org.

I read that item master org can be setup across ledgers and BG's. Am i missing some setup ?
