Assigning Lot Numbers by Shipment; Possibility of Using Serial Numbers?

Help - I am very new to Serial Numbers.

We have a situation where inventory is shipped from Branch A to Branch B.  Many times, the same lot number is shipped multiple times (using a version of ST).  In Branch B, a new government requirement forces a new lot number/serial number whenever a new shipment arrives.  For example, if lot 7 is sent on two separate shipments, the first would be lot 7-1 and the second 7-2.

We don't want to rely on the users to create this new lot number sequence.  We were talking about possibly using serial numbers to help, but do not know the full extent.
