R12.1.3 - Routing reference change in 'Unreleased' jobs

In 12.1.3 . If discrete job is in 'Unreleased' status , system was allowing to change  reference routing ( Say from Primary to alternative) and effect was immediately seen. But last few days, we have observed that if we change rounting in unreleased job (For any item )and save , Yet , earlier routing data remain as it is. Do anybody know the reason - MB
