We are having below errors in one of the QA instance.

Intermittent issue with login to EBS

EBS R12.1.3

16/02/29 12:45:25.829 html: Failed to parse configuration file

org.xml.sax.SAXParseException: /WEB-INF/uix-config.xml<Line 8, Column 6>: XML-20109: (Fatal Error) PI with the name 'xml' can occur only in the beginning of the document.
