R12.1.3 : AppsLocalLogin throws a blank page

Hi,

We recently upgraded the database from 11.2.0.1 to 12.1.0.2.     After the upgrade ,  the login url throws a blank page

http://servername.domainname:8002/OA_HTML/AppsLocalLogin.jsp.

If we try http://servername.domainname:8002/OA_HTML/AppsLogin  it redirects to http://servername.domainname:8002/OA_HTML/AppsLocalLogin.jsp and throws blank page.    However the following url works fine and we are able to login

http://servername.domainname:8002/OA_HTML/RF.jsp?function_id=29627&resp_id=-1&resp_appl_id=-1&security_group_id=0&la…

I tried compiling jsp and bouncing application /database etc.    Can someone , point how to fix the issue.
