Register Here Link in R12.2.4

Hi,

We are upgrading from R11.5.10 to R12.2.4 and for User Management (UMX), we want to enable the Link "Register Here" in Login Page

When I checked, Doc ID:874373.1 , It has profile option setup but only till R12.1.3, Kindly let me know how can we achieve this in R12.2.4
