Submittal Register - File upload- Issue (Unifier Webservice API)

We are using unifier web services API(CompleteBPRecord) to push BP data and files into unifier system through our Java client Application. It is working well for Request for information business process but it is not working for submittal register business process.

While using web service call to push submittal register data and files, it returns successful status code - 200.Submittal Record information are stored in unifier system but files are not uploading into unifier system.
