When assigning a new segment value for our natural account segment I do not have a segment qualifier

When assigning a new segment value for our natural account segment I do not have a segment qualifier 'Budgetary (DR)'  for account type any more.  When I type in the value I get the error message 'Value budgetary (DR) has been disabled'.  Can someone direct me how to enable this account type?
