Redirecting the login page

Hi ,

can anybody help  on this.

  When some activity like engine run or during some  program runs , users should not be  allolwed to login into the collaborator workbench. At such time when the workbench url should be redirected to other page . Since we are not on R12 version we were not able to use seeded workflow steps for this. Kindly guide how this  redirection of login page can be achieved.
