Database Vault: How to grant a new user/schema CREATE TABLE privilege?

Hi folks,

I've just started looking at the Database Vault product in 12c. I have enabled Vault in my newly installed DB, and created the two special users with DV_OWNER and DV_ACCTMGR roles.

My problem is this: Having created a new user/schema, (using DV_ACCTMGR), I seem to be unable to grant simple privileges like CREATE TABLE, CREATE VIEW, etc, to the user.

The only way seems to be to connect as SYS AS SYSDBA,

Is there a way to define a role or user (Other than SYS AS SYSDBA!) that can be used to create users and grant them essential, basic privileges? What am I missing?
