dbconfig connects to database but user can't login successfully on P6R8.3.1 EPPM

We recently moved P6 R8.3.1 database from one physical server to another. We updated tnsnames files and I can connect to the database via TOAD. I try to connect to the database with the thick-client and have to run the dbconfig to repoint the database. Have done this several times in the past with no issues. dbconfig works correctly, and connects, but can't logon as a user with that new configuration. Attached pictures illustrate the problem. Any ideas?
