EM Express not registering with listener

Just upgraded a db from 11.2.0.4, using dbua GUI.  This is the most recent of several I've done, and the first with this issue.

Upgrade runs fine, everything else checks out, but the EM Express is not registering with the listener.  Discovered when , as part of my post-upgrade checkout, I tried to connect to EM.  Browser returns "Firefox can’t establish a connection to the server at <myserver>.<myorg>.org:5500."

I'm not sure if that means it can't find the server at all, or if there is nothing to get the call at port 5500.  I have a hard time believing the first, as everthing else (putty, ftp, etc) can get there.  Comparing the listener status of this machine vs. one that is succesfully supporting EM Express for two different databases (different ports each, obviously) I see that problem server is missing an entry which is seen on the "good" server:
