Purchasing Category Restrictions

We are setting up multi org and we have an issue with non-catalog requisitions. We are setting up an Operating Unit for IT and we do not want the folks in the general business operating unit to be able to create requisitions using the IT purchasing categories. Our requisitions are created via iProcurement. I see we might be able to restrict via Smart Forms, but I am not having any success in getting this to work. Does anyone else have any ideas on how we might be able to do this without customization?
