Not able to login into OEM, login waits on Identifying targets

Weblogic server 12.2.1.2 + Oracle Forms  installed on the Win2012r2 server

After first steps of configuration I could connect to Oracle enterprise manager and console.

WLS_FORMS and WLS_REPORTS OHS services were started successfully.

Using wlst command prompt I have stopped all services then started again.

WLS_FORMS and WLS_REPORTS OHS services are working properly.

Adminserver process starts to take 18-40% of CPU and after entering username / password  the login screen shows login is waiting at "Identifying targets ..."

After ~10min stuck threads recorded in WLS logfiles (AdminServer.out).
