EBS Main Page (After Login page) not rendering correctly

My EBS Main Page after (login page) is not rendering correctly. This only happen to my local machine. If i RDP into another machine and use their browers, it render just fine.  Using Chrome on my local render fine. Only the Internet Explore on my local machine is not rendering correctly.

I tried bouncing the front end, no luck. I tried resetting my IE browser, no luck. Can someone please help me out?

I don't want to point fingers but this issue started after ORACLE APPLICATION FRAMEWORK (FWK) RELEASE 12.2.5+ BUNDLE 7 (24561446 ) and 24387712  been applied to this instance. This is my sandbox environment, i doing a last trial run before these patches going into my PROD instance.
