Unable to login OEM 12c / Job_queue_processes parameter becomes 0 too often

Hi All,

Job_queue_processes parameter  becomes 0 and unable to login to OEM, needs to reset it to a non-zero value always ...

Any idea why Job_queue_processes parameter becomes 0 too often and why we need to manually reset it to a non zero value ...  to be able to login again to OEM.

Please let me know if there is any permanent fix to avoid this situation.
