Need guidance on Procurement rollup patches

Hi,

We'd like to apply the latest Procurement rollup patch to our 12.1.3. RUP9 environment.

I was planning to apply "21198991 Oracle Procurement Rollup patch (March 2015)", but have now seen "25680268 Oracle Purchasing Consolidation Patch for 12.1.3 - April 2017".

As I understand it Purchasing is a sub-product of Procurement?

But Note 1468883.1 refers to patch 25680268 as a "

Looking at the readmes there's a lot of overlap in the bugs that these patches fix, but 21198991 has a lot that 25680268 does not have.

I'm going round in circles, can anyone confirm which is the latest Procurement rollup patch please?
