Forms and html issue in R12.1.3

One of our developer is having an issue in one instance for Oracle Purchasing.

in this Test instance : Oracle purchasing : Control Purchasing Period html page is opening as form.

But in other Development Instance the same functionality is opening as html page.

I want this to be opened as an html page and not form.

Please let me know how can i achieve this.
